Anchorage, Alaska – October 17, 2014 – (RealEstateRama) — Governor Sean Parnell today announced appointments to the Alaska Housing Finance Corporation Board of Directors, Alaska Permanent Fund Corporation Board of Directors, Alaska Municipal Bond Bank Authority, Alaska Royalty Oil and Gas Development Advisory Board, Board of Forestry, and Marine Transportation Advisory Board.
Alaska Housing Finance Corporation Board of Directors
Governor Parnell reappointed Brent LeValley and Marty Shuravloff to the Alaska Housing Finance Corporation Board of Directors. The board provides mortgage loan financing, acts as the principal source of residential financing in the state, and functions as a secondary mortgage market. The board also provides for the financing, construction and acquisition of public buildings for lease to the state.
LeValley, of Fairbanks, has more than 43 years of experience in construction and commercial lending in Interior Alaska. He is the senior vice president of the Denali State Bank, where he has worked in various roles since 1994. LeValley previously served on the board for the Cold Climate Housing Research Center and the Interior Alaska Building Association. He received a bachelor’s degree in labor relations and economics from Michigan State University. LeValley is reappointed to a seat reserved for a finance or real estate representative.
Shuravloff, of Kodiak, is the executive director of the Kodiak Island Housing Authority, where he has worked since 1992. He previously served on the board of directors of the National American Indian Housing Council and the Association of Alaska Housing Authorities. Shuravloff is reappointed to a seat reserved for a rural resident or person experienced with the Regional Housing Authority.
Alaska Permanent Fund Corporation Board of Directors
Governor Parnell reappointed William (Bill) Moran, Jr. to the Alaska Permanent Fund Corporation Board of Directors, which manages and invests the assets of the Permanent Fund and other funds designated by law.
Moran, of Ketchikan, is the president of First Bank of Ketchikan, where he has worked for the past 38 years. He serves as the director of the Ketchikan Pioneers Home Foundation and was director of the First City Players for four years. Moran is reappointed to a public seat.
Alaska Municipal Bond Bank Authority
Governor Parnell reappointed Gregory Gursey to the Alaska Municipal Bond Bank Authority. The authority borrows money and issues bonds and notes to make capital funds available to municipalities.
Gursey, of Anchorage, is the president of Benefit Brokers, Inc. and also serves as a trustee for the University of Alaska Foundation. He is a former vice president of investments for Wedbush Morgan Securities and is a former member of the Taxpayer Advocacy Panel of the Internal Revenue Service. Gursey is reappointed to a public seat.
Alaska Royalty Oil and Gas Development Advisory Board
Governor Parnell appointed Larry Gaffaney and reappointed Steven Selvaggio to the Alaska Royalty Oil and Gas Development Advisory Board. The board advises the Department of Natural Resources regarding the approval or disapproval of new royalty agreements with the state. The board’s work to develop Alaska’s oil and gas royalty interests is intended to promote private sector growth, satisfy environmental standards, and maintain public fiscal stability.
Gaffaney, of Juneau, is the president of Huna Totem Corporation. He previously served as CEO for the private equity firm Saint George Capital, Inc. Gaffaney also held various management positions with investment bank JP Morgan, including vice president of global project finance and power, and vice president of global mining and metals. Gaffaney is a board member of the Juneau Chamber of Commerce and the Hoonah Community Fisheries Corporation. He received a bachelor’s degree in business administration and finance from San Jose State University and a MBA in finance from New York University Stern School of Business. Gaffaney is appointed to a public seat.
Selvaggio, of Delta Junction, has been the utility manager and operator for Whitestone Power and Communications since 1983. He has extensive work experience with government agencies on project development, management, and permitting. Selvaggio is the co-founder and president of Whitestone Community Association and formerly participated with the Alaska Energy Authority as a personnel coordinator. He is reappointed to a public seat.
Board of Forestry
Governor Parnell appointed Denise Herzog and reappointed Wayne Nicolls and Erin McLarnon to the Board of Forestry. The board provides a forum for representatives of affected interests to discuss and attempt to resolve relevant issues concerning Alaska’s forest resources, and conducts an annual survey of research needs related to forest practices.
Herzog, of Fairbanks, has worked in environmental engineering, permitting, and reclamation for several mining projects across the state. She is currently the manager of environmental and regulatory affairs at Tower Hills Mines. Herzog serves on the University of Alaska College of Engineering and Mines Advisory Development Council. She received a bachelor’s and master’s degree in geological engineering from the University of Alaska Fairbanks. Herzog is appointed to represent a mining organization.
Nicolls, of Juneau, served in a variety of positions with the U.S. Forest Service from 1957-1994, and retired as the regional public affairs director for the Alaska Region. He has been an active member of his community, having served as a member of the Society of American Foresters, the president of Territorial Sportsmen, Inc., and the president of the Juneau Gun Club, and is currently a member of the Alaska Outdoor Council. Nicolls has been awarded for his work as a forester several times throughout his career. A U.S. Army veteran and certified forester, Nicolls received his bachelor’s degree in forest management from the University of Minnesota. He is reappointed to a seat reserved for a non-government forester.
McLarnon, of Anchorage, is the owner of Alaska Business Concepts. She also serves as board president and musher coordinator for the Norman Vaughan Serum Run, and is a member for the SnowTRAC Mat-Su Valley Board. McLarnon previously served as president of the Willow Dog Mushers Association. She received a bachelor’s degree in aquatic resources from Sheldon Jackson College. McLarnon is reappointed to a seat reserved for a representative of a recreational organization.
Marine Transportation Advisory Board
Governor Parnell appointed Aloysius (Al) Koch III to the Marine Transportation Advisory Board. The board makes recommendations for a strategic plan that includes the mission, core values, objectives, initiatives, and performance goals of the Alaska Marine Highway System.
Koch, of Eagle River, has 28 years management experience in Alaska’s travel and tourism industry and has been the president and owner of All Alaska Tours, Inc. since 1991. He serves on the Alaska Travel Industry Association (ATIA) Board of Directors and previously served 11 years on ATIA’s Marketing Committee. Koch is a past volunteer with Big Brothers Big Sisters and volunteer coach for the Special Olympics. He received a bachelor’s degree in business administration from the University of Alaska Anchorage. Koch is appointed to a seat reserved for a tourism specialist or travel agent.
